Two uncountable nouns are combined should I use verbs in pluar or singular?

for example : The planning and organisation of La Rejunta takes the whole year.

Why the sentence is using 'takes' than 'take' ???
I think that plural of (The planning and organisation) sentence, so I guess 'take' it's make sense.

"The planning and organization of La Rejunta" is the subject.. (IT) is a "thing", so the present tense verb is conjugated with an (s).

Eventhough there are having Noun pharase and noun ?? and I have one question again. e.g : reading and writing (is/are) the first step in education.
