Meaning: There were valuable devices left behind when we evacuated the building.

2) Teachers were left behind when the police evacuated people from the school.
Meaning: Some teachers were left behind when the police evacuated people from the school.

3) People were left behind when the police evacuated people from the school.

Meaning: Some people were left behind when the police evacuated people from the school.

Are '1', '2' and '3' correct and do they have the meanings they are supposed to have?

1) It's correct. I would probably want to say: Some valuable devices were left behind when we evacuated the building.

2) You probably don't need to say people, since we know teachers are people. (Some) teachers were left behind when the police evacuated the school.

3) Again, it seems strange to repeat people. (Some) people were left behind when the police evacuated the school.
