Yes. You can say:

We met on the beach.

We met at the beach.


Both sentences are correct and usage would depend on the situation.

I wouldn't say there are any exact rules, but if you say you met someone at the beach, it is basically just giving the location. Like 'at the store'. If you say you met someone 'on the beach' it sounds like you are talking about meeting someone on the sandy part of the beach.
