Imagine you are about to eat "Pho" which is a traditional food in Vietnam. When your Pho arrives with some fresh herbs like green bean sprout and Vietnamese basil, but you don't want to eat those raw herbs, and you want the cook to rise them through boiling water quickly, not to fully cook them, but just to heat them up a little bit. Then what can you say to the cook? Can we say: " Can you rise it with some boiling water?" or else?

I think you mean rinse? I would say: Can you soak the vegetables in boiling water for 30 seconds?

Rinse means to clean something with water.

Another possible word is blanch.

Blanching is a cooking process in which a food, usually a vegetable or fruit, is scalded in boiling water, removed after a brief, timed interval, and finally plunged into iced water or placed under cold running water (known as shocking or refreshing) to halt the cooking process.
